Complete compliance, 14 pillars
Every federal, provincial and bilingual requirement that touches a Canadian winery
Cepaos covers the full Canadian regulatory perimeter under a single subscription, from the CRA wine licensee permit, through the twelve provincial liquor boards, the CFIA Safe Food for Canadians Regulations and the VQA / IGP appellations, to Québec Law 25 privacy and Bill 96 bilingual labelling. Library paths are surfaced for engineering review.

What Cepaos is not
Honesty up front: the boundaries of what we do
A Canadian winery operates inside a dense regulatory environment. Cepaos is a software platform, it does not replace the professionals who carry the legal mandates. The four statements below are deliberate and machine-readable.
Cepaos is not your CPA Canada-accredited accountant
We are not a substitute for your Chartered Professional Accountant. Cepaos exports CRA-mapped journal entries and tax-coded CSVs that import cleanly into QuickBooks Online Canada, Xero Canada and Sage 50 Canada. Your accountant continues to file T2 corporate income, T4 payroll and GST/HST returns from their ledger of record.
Cepaos is not an LCBO / SAQ / BC LDB accredited representative
Cepaos prepares and archives the submission dossiers, label proofs and analytical certificates for each provincial liquor board, but the winery (or its licensed agent) is the legal counterparty to the board. We never represent the producer to the LCBO, SAQ, BC LDB or any of the nine other boards.
Cepaos is not incorporated in Canada
Cepaos LLC is a Delaware-registered limited liability company. Primary infrastructure is EU Frankfurt with AWS sa-east-1 for LATAM. For Canadian customers requiring data residency under PIPEDA principles and Québec Law 25, an opt-in ca-central-1 Montréal AWS region keeps Canadian data on Canadian soil.
Cepaos does not courier samples to LCBO QAR lab or SAQ Centre d'expertise
We do not physically ship product, samples or marketing materials. The winery and its appointed carrier (Canada Post, Purolator, FedEx Canada or a licensed freight forwarder) handle the freight. Cepaos generates the bill of lading, the carrier manifest and the chain-of-custody record for the submission file.
Comparison by software category
How Cepaos compares with the categories of software Canadian wineries use today
The comparison contrasts Cepaos with three software categories commonly found in Canadian winery back offices: generic accounting software (QuickBooks Online CA, Xero CA, Sage 50 CA), US wine-specific platforms (Vintrace, InnoVint, WineDirect, Vintners Advantage) and a fragmented stack of spreadsheets, POS and outsourced bookkeeping. For questions or corrections, write to hi@cepaos.com.

Hosting and data residency
Multi-region hosting with ca-central-1 Montréal opt-in
Default infrastructure is EU Frankfurt (primary) and AWS sa-east-1 (LATAM). For Canadian customers requiring data residency under PIPEDA principles and Québec Law 25, an opt-in ca-central-1 Montréal AWS region keeps Canadian data on Canadian soil. The data processing agreement aligned with PIPEDA, Law 25 and GDPR Article 28 is available on request.
The questions Canadian winery operators ask before they sign
Does Cepaos submit products to the LCBO, SAQ or BC LDB on my behalf?
Cepaos prepares the product dossier, the label proofs, the analytical certificate and the price-and-margin worksheet for each provincial liquor board. The winery's licensed agent submits through the board's portal (LCBO Trade, SAQ Centre d'expertise, BC LDB Producer Online) under the producer's own account. Cepaos archives every submission, decision letter and renewal date with a full audit trail.
How does Cepaos handle federal wine excise duty under the Excise Act 2001?
Cepaos computes excise duty at CRA-indexed rates (CAD 0.688/L still wine and CAD 0.302/L sparkling wine, indexed annually), generates the monthly licensee return for the Canada Revenue Agency, tracks the small-producer-exemption eligibility ceiling and reconciles the bond ledger against bottled, packaged and removed-for-domestic-consumption inventory. The licensed officer signs and releases through CRA My Business Account.
Does Cepaos generate GST/HST returns?
Yes. Cepaos applies the correct harmonised rate per province (5% GST in non-HST provinces, 13% HST in Ontario, 15% HST in the four Atlantic provinces) plus the Québec QST and the BC and Manitoba PST where applicable. The platform generates the GST/HST NETFILE-ready return with line-by-line working papers and input tax credit reconciliation against the CFIA cellar inventory.
How does Cepaos comply with Québec Law 25 and the Charter of the French Language?
For wineries selling into Québec, Cepaos enforces a consent ledger compliant with Law 25, surfaces the Privacy Officer obligation and runs Privacy Impact Assessments. For labelling, the platform validates French-majority front-panel compliance under the Charter of the French Language CQLR c. C-11 as amended by Bill 96, including the predominant-French rule for packaging.
Where is Canadian winery data hosted?
Cepaos default infrastructure is EU Frankfurt (primary) and AWS sa-east-1 (LATAM). For Canadian customers requiring data residency, an opt-in ca-central-1 Montréal AWS region is available, Canadian data on Canadian soil, compatible with PIPEDA and Québec Law 25. The DPA is available on request.
Does Cepaos integrate with QuickBooks Online Canada, Xero Canada and Sage 50?
Cepaos exports CRA-compliant journal entries and tax-mapped CSV files compatible with QuickBooks Online Canada, Xero Canada and Sage 50 Canada. Cepaos is not a substitute for your CPA Canada-accredited accountant, the integration is designed so that your accountant continues to file T2, T4 and GST/HST returns from their ledger of record while reconciling against the Cepaos cellar and excise ledger.
Does Cepaos support direct-to-consumer interprovincial shipping?
Cepaos models the provincial DTC matrix as it stands today: Ontario and BC operate the most permissive personal-importation frameworks; Alberta, Manitoba, Saskatchewan and Nova Scotia allow reciprocal personal importation under specific conditions; Québec restricts retail DTC to the SAQ monopoly. The platform tracks per-province limits, age verification and applicable mark-ups, and flags the post-Comeau (R. v. Comeau, 2018 SCC 15) provincial barriers that remain enforceable.
Operational transparency
Cepaos does not replace your CPA Canada-accredited accountant, does not represent the producer to the LCBO, SAQ, BC LDB or any of the nine other provincial liquor boards, and does not physically courier samples or freight. Cepaos LLC is a Delaware-registered limited liability company; ca-central-1 Montréal AWS is available on opt-in for PIPEDA and Law 25 data residency. Full scope of service, corporate structure and data handling at trust and disclosures.
