Native compliance · 14 pillars

Every statutory requirement that touches a New Zealand winery

Cepaos covers the full New Zealand regulatory perimeter under a single subscription, from the Wine Standards Management Plan and the MPI Export Eligibility workflow, through the 22 registered Geographical Indications and the SWNZ scorecard, to the GST101A return and the PEPPOL Access Point on the OpenPEPPOL network.

01

Wine Act 2003 and Wine Regulations 2006 register

Wine Act 2003 · Wine Regulations 2006 · MPI Wine Standards Management Plan

Cepaos maintains the Wine Standards Management Plan (WSMP) register required for any winemaker producing for sale in New Zealand: scope of operations, hazard controls, recall procedures and verification records. The audit-ready PDF is produced from the live winery dataset rather than a parallel spreadsheet.

02

MPI Export Eligibility Certificate workflow

Wine (Exports) Notice 2018 · Export Eligibility (Wine) Regulations 2007 · Animal Products Act 1999

Cepaos prepares the Export Eligibility application bundle for the Ministry for Primary Industries: producer details, wine specification, sample reference, destination market overlay and the supporting Wine ACVM declaration. The winery's nominated person signs and submits to MPI; Cepaos archives the certificate against the lot.

22 registered NZ Geographical Indications

Geographical Indications (Wine and Spirits) Registration Act 2006 · IPONZ register

All 22 registered NZ GIs are wired in, Marlborough, Central Otago, Hawke's Bay, Martinborough, Waipara Valley, Nelson, Wairarapa, Auckland, Northland, Waikato, Gisborne, Canterbury, Waitaki Valley and the nine sub-regions. Single-vineyard, sub-regional and regional claims are validated against the IPONZ register at label time.

04

Sustainable Winegrowing New Zealand (SWNZ) scorecard

New Zealand Winegrowers SWNZ programme · ~96% of producing vineyard area certified

Cepaos generates the SWNZ scorecard from the operational vineyard and winery datasets: spray diary, water and energy metering, waste streams, biodiversity actions and social indicators. The submission is exported for the annual SWNZ audit; the certification is voluntary but expected by most export markets.

05

FSANZ Standard 2.7.4 label compliance

FSANZ Australia New Zealand Food Standards Code · Standard 2.7.4 Wine and Wine Products · Wine (Specifications) Notice 2006

Cepaos validates every label artwork against FSANZ Standard 2.7.4 and the Wine (Specifications) Notice 2006: minimum 850 mL volume statement type-size, country of origin, allergen and preservative declarations (sulphites SO2 ≥ 10 mg/L), alcohol strength tolerance, vintage and varietal claim percentages, and the standard drinks statement.

06

GST and Inland Revenue myIR filing

Goods and Services Tax Act 1985 · Tax Administration Act 1994 · myIR ir-Filing

Cepaos computes GST at 15% across taxable supplies, zero-rated exports and exempt items, and produces the GST101A return ready for upload to Inland Revenue myIR. The two-monthly, six-monthly and monthly filing cadences are all supported, including the payments-basis and the invoice-basis methods.

07

NZBN: New Zealand Business Number

New Zealand Business Number Act 2016 · 13-digit identifier

Cepaos validates the 13-digit NZBN check digit, links the winery's legal entity to its NZBN record and uses the identifier on PEPPOL invoices and MPI submissions. The NZBN is also surfaced as a customer master-data attribute for trade partners that require it on the inbound invoice.

08

PEPPOL BIS Billing 3.0 e-invoicing

eInvoicing.govt.nz · Trans-Tasman e-Invoicing Common Architecture · PEPPOL BIS Billing 3.0

Cepaos issues and receives PEPPOL BIS Billing 3.0 invoices through a certified Access Point on the OpenPEPPOL network. The Trans-Tasman Common Architecture means a single Cepaos PEPPOL channel reaches Australian buyers under the ATO scheme as well as NZ buyers under the eInvoicing.govt.nz scheme.

09

NZW Wine Levy reporting

Wine Levy Order · New Zealand Winegrowers Inc. annual levy return

Cepaos prepares the New Zealand Winegrowers annual levy return from the production ledger: tonnes received, litres produced, litres sold domestic and litres exported. The grower-levy and the winemaker-levy components are computed separately so single-entity and split-entity wineries both reconcile cleanly.

Sale and Supply of Alcohol Act 2012 · District Licensing Committee (DLC) · Alcohol Regulatory and Licensing Authority (ARLA)

Cepaos covers the cellar-door on-licence administration that wineries operate under the Sale and Supply of Alcohol Act 2012: licensed-premises register, manager certificate diary, host responsibility records and the renewal calendar against the DLC and ARLA. 12

Excise on fortified and sparkling wine

Customs and Excise Act 2018 · Excise and Excise-Equivalent Duties Table

For fortified wine above 14% alcohol and for sparkling wine where excise applies, Cepaos models the rates published in the New Zealand Customs Service Excise and Excise-Equivalent Duties Table and produces the periodic excise return alongside the GST return. Table wine below 14% is treated under the standard GST regime.

13

Privacy Act 2020 register and data subject log

Privacy Act 2020 · 13 Information Privacy Principles · Office of the Privacy Commissioner

Cepaos maintains the personal-information register required under the Privacy Act 2020: purpose of collection, retention period, disclosure mapping and breach notification timer against the 72-hour OPC threshold. Data subject access requests for cellar-door and wine-club members are logged with response artefacts.

Accounting export to Xero, MYOB and Cashflow Manager

Xero Open API · MYOB AccountRight Live API · Cashflow Manager CSV

Cepaos exports the GST-coded sales, purchases and bank lines to Xero through the Open API, to MYOB through AccountRight Live and to Cashflow Manager as CSV under a Bring-Your-Own-Subscription model. Cepaos versus the NZ market

How Cepaos compares with the software New Zealand wineries typically run today

The comparison contrasts Cepaos with three categories: the incumbent wine production stack (Vintrace NZ), a sustainability and supply-chain platform recognised in NZ (Ekos) and a fragmented stack combining spreadsheets, point-of-sale and outsourced bookkeeping. For corrections, write to hi@cepaos.com.

Operational honesty

What Cepaos is not

We are deliberate about the perimeter of the product. The following items are intentionally outside Cepaos, with the plain-English reason and the workflow that handles them today.

Not a substitute for your chartered accountant

Cepaos prepares the GST return, the PEPPOL invoice and the wine-specific ledger, and exports cleanly to Xero, MYOB and Cashflow Manager. Your chartered accountant retains custody of the general ledger and the final filing to Inland Revenue myIR. We work with the accountant rather than replace them.

Not an MPI-licensed export facility

Cepaos prepares the Export Eligibility application bundle, the wine specification and the sample tracking ledger under the Wine (Exports) Notice 2018. The application is signed and submitted to the Ministry for Primary Industries by the winery's nominated person, not by Cepaos. MPI remains the issuer of the certificate.

Not incorporated in New Zealand

Cepaos is a Delaware LLC. Primary hosting runs from the European Union (AWS Frankfurt) under SCC 2021/914 Module 2. A Sydney AWS region (ap-southeast-2) is available on opt-in for New Zealand customers that require Trans-Tasman data residency for their Privacy Act 2020 risk assessment.

Does not physically courier samples to MPI Wallaceville

When export sample testing is required, the winery handles the physical freight to the MPI Animal Health Laboratory at Wallaceville or to an approved third-party laboratory. Cepaos tracks the sample reference, the chain-of-custody log and the test certificate against the lot, but does not act as the courier.

Hosting and data residency

NZ data, EU-primary hosting, Sydney opt-in

Cepaos LLC is incorporated in Delaware, USA. Primary processing runs in the European Union (AWS Frankfurt) under Standard Contractual Clauses 2021/914 Module 2 in line with the Schrems II decision. An AWS Sydney region (ap-southeast-2) is available on opt-in for New Zealand customers that require Trans-Tasman data residency for their Privacy Act 2020 risk assessment. A Data Processing Agreement under GDPR Article 28 and the Privacy Act 2020 is available on request to hi@cepaos.com.

Frequently asked questions

What New Zealand winegrowers ask before signing on

Does Cepaos lodge the MPI Export Eligibility application on behalf of the winery?
Cepaos prepares the full Export Eligibility bundle under the Wine (Exports) Notice 2018: producer registration, wine specification, sample reference, destination overlay and the supporting Wine ACVM declaration. The winery's nominated person signs the application and submits it to the Ministry for Primary Industries; MPI remains the issuer of the certificate. Cepaos archives the issued certificate against the lot for the statutory retention period.
How does Cepaos handle the 22 registered NZ Geographical Indications at label time?
All 22 registered GIs from the IPONZ register are wired in, including Marlborough, Central Otago, Hawke's Bay, Martinborough, Waipara Valley, Nelson, Wairarapa, Auckland, Northland, Waikato, Gisborne, Canterbury, Waitaki Valley and the nine recognised sub-regions. Single-vineyard, sub-regional and regional claims are validated against the FSANZ Standard 2.7.4 vintage and varietal percentages before the label artwork can be released for print.
Does Cepaos generate the Sustainable Winegrowing New Zealand (SWNZ) scorecard?
Yes. Cepaos generates the SWNZ scorecard from the operational vineyard and winery datasets, spray diary, water and energy metering, waste streams, biodiversity actions and social indicators, and exports the submission for the annual SWNZ audit. The SWNZ programme is voluntary but is expected by approximately 96% of producing vineyard area in New Zealand and by most export markets.
Does Cepaos integrate with Xero, MYOB and Cashflow Manager?
Yes. Cepaos exports GST-coded sales, purchases and bank lines to Xero through the Open API, to MYOB through AccountRight Live and to Cashflow Manager as CSV. The integrations follow a Bring-Your-Own-Subscription model, your Xero, MYOB or Cashflow Manager account remains owned and operated by the winery and its chartered accountant. Cepaos is the wine system of record; the accounting package is the general ledger.
Can Cepaos issue PEPPOL invoices to Australian buyers?
Yes. Cepaos issues and receives PEPPOL BIS Billing 3.0 invoices through a certified Access Point on the OpenPEPPOL network. The Trans-Tasman e-Invoicing Common Architecture means a single Cepaos PEPPOL channel reaches Australian buyers under the ATO scheme as well as New Zealand buyers under the eInvoicing.govt.nz scheme. Inbound PEPPOL invoices from grape growers and dry-goods suppliers are routed into the accounts payable workflow.
Where is the New Zealand customer data hosted?
Cepaos is a Delaware LLC. Primary hosting runs from the European Union (AWS Frankfurt) under Standard Contractual Clauses 2021/914 Module 2 in line with the Schrems II decision. A Sydney AWS region (ap-southeast-2) is available on opt-in for New Zealand customers that require Trans-Tasman data residency for their Privacy Act 2020 risk assessment. A Data Processing Agreement under GDPR Article 28 and the Privacy Act 2020 is available on request to hi@cepaos.com.
Does Cepaos handle the cellar-door licensing administration?
Cepaos covers the on-licence administration that wineries operate under the Sale and Supply of Alcohol Act 2012: licensed-premises register, manager certificate diary, host responsibility records and the renewal calendar against the District Licensing Committee (DLC) and the Alcohol Regulatory and Licensing Authority (ARLA). The cellar-door sales feed directly into the GST taxable-supply ledger and the wine-club subscription register.
