South Africa is the eighth-largest wine producer in the world and one of the most dynamic wine industries in the Southern Hemisphere. With more than 550 cellars and 3,100 grape growers concentrated in the Western Cape, the industry is regulated by SAWIS (South African Wine Industry Information & Systems), the Wine & Spirit Board, and the Integrated Production of Wine (IPW) scheme.
For a mid-size cellar in Stellenbosch, Paarl, or Robertson, compliance is manageable β but the documentation requirements are real and getting more demanding.
The Regulatory Framework
SAWIS
SAWIS is the statutory body responsible for the collection, processing, and dissemination of industry information. All wine producers must submit production and stock data to SAWIS. The data feeds into the national wine industry database and informs regulatory oversight.
Wine & Spirit Board
The Wine & Spirit Board administers the Wine of Origin (WO) scheme, which governs the use of geographic origins, varieties, and vintages on wine labels. The Board certifies wines through analytical testing and documentation verification.
IPW (Integrated Production of Wine)
IPW is South Africa's sustainability certification programme. It covers vineyard management, cellar practices, and environmental impact. IPW certification is increasingly required by export markets β particularly the UK, Scandinavia, and the Netherlands.
The Wine of Origin Scheme
South Africa's WO scheme is the foundation of label integrity. The rules are:
- Origin: if a WO region, district, or ward is named on the label, 100% of the grapes must come from that area
- Variety: if a single variety is named, at least 85% must be that variety
- Vintage: if stated, at least 85% must be from that harvest year
The 100% origin requirement is stricter than most New World wine countries (which typically require only 85%). This makes traceability particularly critical for South African producers.
The Certification Process
To receive a WO certification seal, a wine must go through:
- Documentation review: production records tracing the wine from vineyard to cellar
- Analytical testing: the wine is analysed at an accredited laboratory
- Sensory evaluation: a panel of trained tasters evaluates the wine
- Seal issuance: if approved, the wine receives a numbered certification seal
The certification seal (bus ticket) is applied to every bottle and serves as the consumer's guarantee of authenticity.
Why Traceability Matters Now
Black Economic Empowerment (BEE). The transformation agenda in South Africa requires documentation of supply chain practices. Traceability contributes to verifiable compliance with BEE requirements.
Export market demands. The UK, South Africa's largest export market by volume, requires full documentation including IPW certification and WO seals. Scandinavian monopolies (Systembolaget, Vinmonopolet, Alko) apply even stricter requirements.
Load shedding and infrastructure challenges. South African wineries have operated through years of unreliable electricity. A cloud-based digital system that works on mobile reduces dependence on on-premise infrastructure.
Climate variability. The Western Cape has experienced significant rainfall variability. As producers adapt β irrigating differently, shifting varieties, exploring new regions β traceability of origin becomes more important.
What Records You Need
- SAWIS submissions: production and stock data per statutory requirements
- WO documentation: vineyard-to-cellar traceability for every wine submitted for certification
- Vineyard records: spray programme, irrigation, canopy management, harvest data
- Cellar records: receival, fermentation, movements, blending, bottling β lot by lot
- Laboratory analyses: linked to each lot
- IPW audit records: environmental management, waste, water, energy
How Cepaos Helps South African Cellars
Cepaos provides vineyard-to-bottle traceability in a mobile-first platform:
- Cellar and vineyard records from your phone β even during load shedding
- WO compliance tracking: automatic percentage calculations for variety, vintage, and origin
- Lab results linked to each lot
- IPW-ready records: structured for sustainability audits
- Cost tracking from vineyard to dispatch
