What is HAPIH
The Croatian Agency for Agriculture and Food (HAPIH — Hrvatska agencija za poljoprivredu i hranu) is the authority responsible for wine production oversight, vineyard registration, and quality control in Croatia. All wine producers must be registered with HAPIH and submit annual harvest and production declarations. Cepaos centralises your data to simplify compliance.
Prerequisites
- Company data complete in Settings > Organisation: legal name, OIB (tax number), address.
- Vineyard blocks configured with variety, area, and wine-growing sub-region in Vineyard > Blocks.
- At least one vessel registered in Cellar > Vessels.
Step by step
1. Access HAPIH module
In the sidebar, under Compliance, click HAPIH Registry. Your current registration status is displayed.
2. Complete the establishment record
Cepaos pre-fills your organisation data. Complete the additional fields:

3. Register vineyard parcels
Each vineyard parcel must be registered in the ARKOD system (Croatia's land parcel identification system). Enter the ARKOD ID for each block in Vineyard > Blocks. Cepaos links your production data to these registered parcels.
4. Submit harvest declaration
After vintage, click + Harvest Declaration. Cepaos auto-fills grape quantities per variety and block. Review and confirm.
5. Submit production declaration
Click + Production Declaration. Cepaos compiles wine volumes from your cellar book by type and ZOI/ZOSS classification.
6. Export for submission
Click Export > PDF or CSV for submission to HAPIH. Upload the HAPIH acknowledgement to Cepaos after submission.

Does Cepaos submit directly to HAPIH?
No. Cepaos generates the data in the required format. You submit through HAPIH's official channels.
What is ARKOD?
ARKOD is Croatia's spatial identification system for agricultural parcels. Each vineyard must have an ARKOD ID for compliance purposes.
