Who does what: APPRRR and HAPIH

The Vineyard Register (Vinogradarski registar) and the annual declarations are kept by the Paying Agency for Agriculture, Fisheries and Rural Development (APPRRR) in AGRONET. Under the Pravilnik o vinarstvu (NN 81/2022, art. 7), the harvest declaration (Izjava o berbi, sub-categories A1 and A2) and the production declaration (Izjava o proizvodnji, A3–A5) are due by 15 January, and the stock declaration (Izjava o zalihama, stock as at 31 July) by 10 September. The Croatian Agency for Agriculture and Food (HAPIH — Hrvatska agencija za poljoprivredu i hranu), through its Centre for Viticulture, Oenology and Olive Growing, analyses and certifies ZOI wines. Cepaos prepares the data for these filings; you file them yourself in AGRONET.

Prerequisites

Company data complete in Settings: legal name and OIB (tax number).
Vineyard parcels with variety and area in Vineyards > Parcels & cadastre > Cadastre (route /cuarteles/catastro).
Harvests recorded for the year you want to declare.

Step by step

1. Add the ARKOD ID to each vineyard parcel

ARKOD is the APPRRR record of agricultural land use. Each ARKOD parcel has an identification number (ID), and vineyards are recorded from 0.005 ha (Pravilnik o evidenciji uporabe poljoprivrednog zemljišta, NN 49/2026). Producers in sub-categories A1 and A2 must have their production areas recorded in ARKOD (Pravilnik o vinarstvu, art. 4(3)).

Open Vineyards > Parcels & cadastre > Cadastre (/cuarteles/catastro).
Select the parcel on the map and click Edit.
Open the Cadastral data section and fill in ARKOD ID (HR) with the ID exactly as shown in AGRONET or in the public ARKOD viewer (www.arkod.hr).
Click Save.

The field is shown only to Croatian wineries. Cepaos keeps the ID as you typed it: the official format is not published, so Cepaos does not reformat or validate it beyond a single line of up to 40 characters. The ID then appears in the parcel panel, in the cadastre CSV and GeoJSON exports (column arkod_id) and in the harvest report PDF.

2. Open the APPRRR declarations page

In the sidebar, under Compliance, open APPRRR declarations (route /compliance/hr-apprrr).

3. Download the support documents

Choose the harvest year and download the PDF you need:

Does Cepaos submit directly to APPRRR?

No. Cepaos prepares the data; you file the declarations yourself in AGRONET with your own credentials.

Where do I find my ARKOD ID?

In AGRONET (your farm's ARKOD records) or in the public ARKOD viewer at www.arkod.hr, searching with your farm registration number (MIBPG).

What if a parcel has no ARKOD ID in Cepaos?

The harvest report shows «—» in the ARKOD ID column. Cepaos never fills in an ID you have not entered.
